Its vision for Stratford Hills includes these directives:

  • “Additional auto-related uses should be discouraged”

  • “A walkable mixed-used community center” with “unique” businesses

  • “Enhancements to improve the safety of pedestrians and bicyclists”

  • “Connections to the park should be improved”

  • “Rezoning for alignment with Future Land Use Plan and to discourage “auto-related uses and suburban strip commercial development” https://www.rva.gov/planning-development-review/master-plan ( p.236-7)

SHNA requests that the city pause the permitting process for the Sheetz and address:

  • Compliance with the Richmond 300 Plan & consequences for its implementation

  • Need for a Traffic Impact Analysis specific to this application with focus on pedestrian and bicyclist safety

  • Impact to existing independent businesses through loss of parking and encroachment on outdoor dining space

  • Environmental impacts including increased polluted runoff, litter, noise, and light pollution

  • The project site’s mismatch with Sheetz, Inc.’s own real estate guidelines

  • Alternatives to a Sheetz that do agree with the Master Plan including creative solutions through city partnership and with public input
